He regarded him self not only a defied figure but as an innovator or a creator, someone who begin a long lineage.With the help of his prime minister Li si the first emperor Ying Zheng put in place a system of governance that it would long outlasted him. Li Si who arrived as a young scholar the year ,the young emperor came to the throne has become a  new power behind it. For 20 years he perfected the system that sweeped away China's feudalist past once and for all. Li si totalitarian philosophy is called legalism. The system that governed every citizen's daily life and the penalty for the transgression is to include physical punishment and mutilation or death.
